North Dufferin Boundary Review and French Immersion (FI) Feasibility Study

At the Board meeting on November 22, 2016, trustees approved the recommendations of the North Dufferin Boundary Review and French Immersion (FI) Feasibility Study, including Option 1 - Modified Implementation Plan.

The North Dufferin Boundary Review and FI Feasibility Study has been underway since August 30, 2016. The purpose of the review was to resolve immediate overcrowding concerns at Princess Elizabeth PS and Mono-Amaranth PS and confirm the viability of an FI program in North Dufferin. An FI Feasibility Study was completed and at the board meeting on October 25, 2016, trustees approved the start of FI in North Dufferin effective September 2017.

Option 1 - Modified Implementation involves the establishment of an FI program at Centennial Hylands ES, beginning September 2017. The modified plan also involves the resassingment of a number of Regular Track students to Primrose ES. The new boundaries for Centennial Hylands ES, Primrose PS, Mono-Amaranth PS and Princess Elizabeth PS are effective September 2017. A letter to parents/guardians was sent home with students on November 23, 2016.

Background

Currently there are students who reside in North Dufferin and attend FI at Princess Elizabeth PS (PEPS) for JK-3 and Mono Amaranth PS (MAPS) for Grades 4-8.  Both of these schools are experiencing significant enrolment pressure as a result of growth in FI.  Despite the Board’s decision to cap the JK FI enrolment at PEPS at 90 students starting in September 2017, this will not resolve the immediate overcrowding concerns.

During the Board's public consultation on the UGDSB French Review (2015) there was interest expressed by parents/guardians to have French Immersion (FI) introduced in Shelburne.  An outcome of the review was direction to investigate the feasibility of starting an FI program in Shelburne.

As a result, it was necessary for board staff to undertake the North Dufferin Boundary Review and French Immersion (FI) Feasibility Study. The purpose of this review was to confirm the viability of an FI program in Shelburne, and to make changes to school boundaries to establish a new North Dufferin JK-8 FI boundary. This required a modification to an existing JK-8 Regular Track boundary.

The Initial Boundary Review Report, which includes information on the FI Feasibility Study, was presented to trustees at the August 30, 2016 Board Meeting.

Feedback

The deadline to provide feedback for inclusion in the Final Boundary Review Report was October 26, 2016. Any feedback received after October 26 was shared with trustees, but not included in the final report.

Boundary Review

A Boundary Review Public Information Session was held on October 19, 2016 (details below). At this meeting, staff presented the Initial Boundary Review Report, including staff's recommended option. Parents/guardians had the opportunity to ask questions and provide feedback.

FI Feasibility Study

The purpose of the FI Feasibility Study was to confirm the viability of an FI program in the Town of Shelburne. A Public Information Session was held on September 19, 2016. This meeting provided parents/guardians with information about FI.

A survey was conducted between September 1st and October 4th, 2016 to gather data on the number of potential FI students in the Shelburne area. The results of the survey are outlined in the FI Feasibility Study report, which was presented to trustees on October 11, 2016.
